The French Parliamentary Ongoing Crisis: The Beginning of a Fresh Governmental Era
In October 2022, as Rishi Sunak assumed office as the UK's leader, he became the fifth consecutive British prime minister to take up the position in six years.
Triggered in the UK by Britain's EU exit, this signified exceptional governmental instability. So how might we describe what is unfolding in France, now on its sixth prime minister in 24 months – with three in the past 10 months?
The current premier, the newly reinstated Sébastien Lecornu, may have gained a brief respite on Tuesday, abandoning Emmanuel Macron’s flagship pensions overhaul in exchange for opposition Socialist votes as the price for his administration's continuation.
But it is, at best, a short-term solution. The EU’s number two economic power is trapped in a ongoing governmental crisis, the scale of which it has not experienced for decades – perhaps not since the establishment of its Fifth Republic in 1958 – and from which there appears no simple way out.
Governing Without a Majority
Essential context: from the moment Macron called an ill-advised snap general election in 2024, the nation has had a divided assembly split into three opposing factions – the left, far right and his own centrist coalition – none with anything close to a majority.
At the same time, the nation faces twin financial emergencies: its debt-to-GDP ratio and deficit are now nearly double the EU limit, and hard constitutional deadlines to approve a 2026 budget that starts controlling expenditures are nigh.
In this challenging environment, both Lecornu’s immediate predecessors – Michel Barnier, who lasted from September to December 2024, and François Bayrou, who took office from December 2024 to September 2025 – were ousted by the assembly.
In September, the leader named his trusted associate Lecornu as his latest PM. But when, a little over two weeks ago, Lecornu unveiled his new cabinet – which turned out to be much the same as the old one – he encountered anger from both supporters and rivals.
So much so that the next day, he stepped down. After only 27 days as premier, Lecornu became the shortest-lived premier in modern French history. In a respectful address, he blamed political intransigence, saying “partisan attitudes” and “certain egos” would make his job all but impossible.
A further unexpected development: shortly after Lecornu’s resignation, Macron asked him to stay on for two more days in a last-ditch effort to salvage cross-party backing – a mission, to put it gently, not without complications.
Next, two of Macron’s former PMs publicly turned on the struggling leader. Meanwhile, the far-right National Rally (RN) and leftist LFI declined to engage with Lecornu, vowing to reject any and every new government unless there were early elections.
Lecornu stuck at his job, engaging with all willing listeners. At the end of his 48 hours, he appeared on television to say he believed “a path still existed” to avoid elections. The president’s office announced the president would appoint a new prime minister 48 hours later.
Macron honored his word – and on that Friday reappointed Sébastien Lecornu. So this week – with Macron helpfully sniping from the sidelines that the nation's opposing groups were “creating discord” and “solely responsible for this chaos” – was Lecornu’s critical test. Would he endure – and is he able to approve the crucial budget?
In a critical address, the 39-year-old PM spelled out his budget priorities, giving the centre-left Socialist party (PS), who oppose Macron’s unpopular pension overhaul, what they were waiting for: Macron’s key policy would be frozen until 2027.
With the conservative Les Républicains (LR) already supportive, the Socialists said they would not back no-confidence motions proposed against Lecornu by the far right and radical left – meaning the administration would likely endure those ballots, due on Thursday.
It is, nevertheless, far from guaranteed to be able to pass its planned €30bn budget squeeze: the PS clearly stated that it would be demanding further compromises. “This,” said its head, Olivier Faure, “is only the beginning.”
Changing Political Culture
The issue is, the more Lecornu cedes to the centre-left, the more he will meet resistance from the centre-right. And, similar to the Socialists, the conservatives are themselves split on dealing with the administration – some are still itching to topple it.
A look at the seat numbers shows how difficult his mission – and future viability – will be. A total of 264 deputies from the RN, radical-left LFI, Greens, Communists and hardline-right UDR seek his removal.
To achieve that, they need a majority of 288 votes in parliament – so if they can persuade just 24 of the PS’s 69 deputies or the LR’s 47 (or both) to vote with them, Macron’s fifth unstable premier in 24 months is, like his predecessors, toast.
Most expect this to occur soon. Although, by some miracle, the divided parliament summons up the collective responsibility to approve a budget this year, the prospects for the government beyond that look bleak.
So is there a way out? Snap elections would be unlikely to solve the problem: polls suggest pretty much every party bar the RN would lose seats, but there would remain no decisive majority. A fresh premier would face the same intractable arithmetic.
An alternative might be for Macron himself to step down. After winning the presidential election, his replacement would dissolve parliament and hope to secure a parliamentary majority in the following election. But this also remains unclear.
Polls suggest the future president will be Marine Le Pen or Jordan Bardella. There is at least an strong possibility that France’s voters, having chosen a far-right leader, might think twice about handing them control of parliament.
Ultimately, France may not emerge from its quagmire until its politicians acknowledge the changed landscape, which is that decisive majorities are a bygone phenomenon, winner-takes-all no longer applies, and compromise is not synonymous with failure.
Numerous observers believe that transformation will not be possible under the existing governmental framework. “This is no conventional parliamentary crisis, but a crise de régime” that will prove anything but temporary.
